As part of the efforts of the Permanent Committee for the Implementation of United Nations Security Council resolutions adopted under Chapter VII of the UN Charter, affiliated with the Ministry of Foreign Affairs, and concerned with reviewing Security Council resolutions and monitoring their implementation by government entities in the Kingdom, the Committee prepared a paper on proliferation financing typologies and red flag indicators. The paper aims to provide practitioners with a practical and clear understanding of how proliferation financing schemes are structured, the behaviors that enable them, and unusual patterns in transactions or logistical operations that may raise suspicion.
